NOTICE OF PUBLIC HEARING

PROPOSED BYLAW NO. B435/23

Pursuant to the Municipal Government Act, being Chapter M-26 of the Statutes of Alberta, notice is hereby given that the Council of Northern Sunrise County will hold a public hearing prior to the second reading of Bylaw No. 435/23 for an amendment to the Area Structure Plan Bylaw B189/11.

Pursuant to the Municipal Government Act, being Chapter M-26 of the Statutes of Alberta, notice is hereby given that the Council of Northern Sunrise County will hold a Public Hearing prior to the second reading of Bylaw No. B435/23 an amendment to the Northern Sunrise County Sunrise Gateway Business Park Area Structure Plan B189/11. 

The proposed Sunrise Gateway Business Park Area Structure Plan Bylaw B435/23 would amend Bylaw B189/11 as follows:

  • Update Part 1 Introduction to reflect the current road network and terminology.
  • Update Part 2 Planning Legislation to reflect the current Municipal Development Plan and Intermunicipal Development Plan with the Town of Peace River.
  • Update Part 3 Planning Background to reflect the current road network.
  • Update Part 4 Goals and Key Principles to be consistent with the Land Use Bylaw B275/15
  • Update Part 5 Land Use Concept to reflect the current road network and to be consistent with the Land Use Bylaw B275/15
  • Update Part 6 Land Use Policies to be consistent with the Land Use Bylaw B275/15
  • Update Part 9 Phasing to reflect the current road network and to be consistent with Land Use Bylaw B275/15

Within Part 6 Land Use Policies added the following sections

6.6 Agricultural Parcels

6.6.1 Northern Sunrise County recognizes the importance of the natural environment for maintaining a high quality of life and will emphasize the integration and preservation of the natural ecosystems as the Plan area develops, including but not limited to, existing drainage course, environmentally sensitive areas and natural buffers defining the Plan area.

6.6.2 The provision of land for commercial/industrial development shall remain in accordance with the Future Land Use Plan, as shown on Schedule “C”.

6.6.3 Future commercial and industrial areas shall be developed to minimize land use conflicts with surrounding uses. As such, the County shall limit all Extensive and/or Intensive Agricultural Operations for the keeping of livestock to one (1) animal unit per four (4) acres of land, as defined in the following table, and shall require a development permit when the total number of animals is more than one (1) animal unit, within the area designated for future expansion of the Sunrise Gateway Business Park, as shown on Schedule “C”:

6.6.4 No agricultural operations identified in the Agricultural Operation Practices Act as a confined feeding operation that require a Natural Resources Conservation Board approval shall be permitted within the Sunrise Gateway Business Park.

The Public Hearing is to be held on October 10, 2023, at 10:00 a.m. in the Council Chambers at the Northern Sunrise County office.
